General Information

The Olympic Assembly is the supreme body of the Russian Olympic Committee and the general meeting of its members. It is held at least once a year. The decision to convene the ROC Olympic Assembly is made by the ROC Executive Committee.

Participants of the Olympic Assembly with the right to vote are representatives from ROC members – legal entities, nominated to participate in the Olympic Assembly in accordance with the procedure established by the ROC member, as well as individuals – IOC members and honorary IOC members who are citizens of the Russian Federation.

The Olympic Assembly is considered to have a quorum if more than half of the representatives of ROC members are present, provided that representatives of Olympic federations constitute the majority of participants in the ROC Olympic Assembly.

Decisions are made by open vote by a simple majority of votes of the persons present who have the right to a casting vote, except for cases provided for by the ROC Charter or cases where the Olympic Assembly establishes a different form of voting.

The ROC Olympic Assembly is entitled to resolve any issues regarding ROC activities. The exclusive competence of the Olympic Assembly includes:

  1. Making amendments and additions to the ROC Charter;
  2. Determining the main and priority areas of ROC activities and the ROC development strategy;
  3. Considering issues related to the development of the Olympic movement in the Russian Federation and making decisions on them;
  4. Electing the president, director general, secretary general, members of the Executive Committee, first vice-presidents, vice-presidents, deputy secretary general, and the control and auditing commission, as well as appointing an auditing organization or an individual auditor;
  5. Early termination of the powers of previously elected individuals and ROC bodies;
  6. Hearing the report of the Executive Committee on its activities;
  7. Hearing the report of the control and auditing commission;
  8. Making decisions on the procedure for determining the amount and methods of paying membership fees, on additional property contributions by ROC members to its property, and on the amount of their subsidiary liability for ROC obligations;
  9. Resolving issues regarding the liquidation and/or reorganization of the ROC, appointing a liquidation commission (liquidator), and approving the liquidation balance sheet.
