Biography

Born into a family of doctors. His father, Vladimir Ivanovich, is an obstetrician-gynecologist and an Honored Doctor of the Russian Federation. His mother, Svetlana Mikhailovna, is a gastroenterologist. He is married and has four sons.

Career

  1. In 2004 – 2007 – Deputy of the Samara City Duma of the IV convocation, engineer at the Department of "Automatic Systems of Power Plants" (ASEU) of Samara State Aerospace University (SSAU).
  2. In 2007 – 2011 – Deputy of the Samara Provincial Duma of the IV convocation.
  3. In 2011 and 2016 elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the VI and VII convocations.
  4. From 2011 to 2016 – Deputy Chairman of the State Duma Committee on Science and High-Tech Technologies.
  5. From 2016 to 2020 – Chairman of the State Duma Committee on Physical Culture, Sport, Tourism and Youth Affairs.
  6. From 2020 to 2024 – Governor of the Khabarovsk Territory.
  7. On May 14, 2024, appointed Minister of Sport of the Russian Federation by Decree of the President of Russia.
  8. On December 13, 2024, elected President of the Russian Olympic Committee (from December 10, 2025, the position is renamed to "Chairman of the Russian Olympic Committee").

In Sports

  1. Master of Sports of Russia in fencing
  2. In 1999 – 2000 – member of the Russian junior fencing team
  3. Headed the Fencing Federation of the Samara Region
  4. Member of the Board of the Ice Hockey Federation of Russia
  5. From 2021 to 2024 – Head of the Boards of Trustees of the "Amur" ice hockey club and the "SKA-Khabarovsk" football club.
  6. Since 2017 – member of the Presidential Council for the Development of Physical Culture and Sport.
  7. Since 2018 – head of the Council's working group on improving legislation in the field of physical culture and sport.

  1. 2020 – PhD thesis (Candidate's dissertation) on the topic "Foreign experience of administrative and legal regulation of anti-doping measures in sports."
  2. 2024 – Doctoral dissertation on the topic "Innovative public law regimes."
